encabezaron el \u00ab2\u00b0 Encuentro de Formaci\u00f3n Pol\u00edtica y Gobernanza Local\u00bb, una jornada destinada a fortalecer los equipos t\u00e9cnicos y el debate sobre la comunicaci\u00f3n estrat\u00e9gica en la gesti\u00f3n p\u00fablica.<\/h2>\n\n\n\n<p>La actividad, organizada por el <strong>Municipio Capital<\/strong>, cont\u00f3 con la participaci\u00f3n de secretarios, subsecretarios provinciales, referentes territoriales y cuadros t\u00e9cnicos de la comuna, con el objetivo de unificar criterios de gesti\u00f3n y acci\u00f3n pol\u00edtica.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Ejes estrat\u00e9gicos del encuentro<\/h3>\n\n\n\n<p>Durante la jornada, los expositores y participantes abordaron una agenda centrada en la actualizaci\u00f3n doctrinaria y las nuevas herramientas de gesti\u00f3n:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Comunicaci\u00f3n y Relato Pol\u00edtico:<\/strong> Se debati\u00f3 sobre la importancia de construir una narrativa propia frente a la influencia de los <strong>medios hegem\u00f3nicos<\/strong>.<\/li>\n\n\n\n<li><strong>Construcci\u00f3n y Organizaci\u00f3n:<\/strong> El foco estuvo puesto en la articulaci\u00f3n entre el gobierno provincial y municipal para optimizar el desarrollo territorial.<\/li>\n\n\n\n<li><strong>Formaci\u00f3n Continua:<\/strong> La necesidad de capacitar a los cuadros dirigenciales en los desaf\u00edos que presenta la gobernanza local moderna.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Definiciones pol\u00edticas<\/h3>\n\n\n\n<p>El intendente de la Capital, <strong>Armando Molina<\/strong>, destac\u00f3 el valor del trabajo mancomunado entre las distintas esferas del Estado riojano para enfrentar el contexto actual.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cLa unidad y el di\u00e1logo son fundamentales para construir el camino juntos, con la ciudad de La Rioja como protagonista del desarrollo local y nacional\u201d, afirm\u00f3 el jefe comunal durante el cierre del evento.<\/p>\n<\/blockquote>\n\n\n\n<p>Por su parte, la presencia de <strong>Ricardo Quintela<\/strong> ratific\u00f3 el respaldo de la Provincia a estas instancias de formaci\u00f3n, que buscan consolidar un modelo de gesti\u00f3n basado en la cercan\u00eda con el vecino y la
